1. This public bidding is a segmented bid opening. Qualifications, specifications and prices are bid in one bid and opened in segments. Qualifications and specifications are combined and opened in one segment. Those who meet the qualifications and specifications will be notified of the opening price bid. The bidder shall seal the envelopes for each section of the bid and mark them containing the qualification bid, specification bid and price bid. The completed workpieces and bidding documents must be sent to our office (No. 198, Section 4, Roosevelt Road, Zhongzheng District, Taipei City, Taiwan) before the deadline for bidding.2. Technical Qualifications and Capabilities The bidder shall possess the execution capabilities for power component requirements, including: precision 3D coordinate measuring (including reverse engineering point cloud acquisition and forward design modeling), pre-processing for metallographic observation and analysis, weight and moment of inertia measurement, fluorination cleaning treatment (including standard operating procedures and emergency response protocols), non-destructive testing (NDT), and 3D metal printing/additive manufacturing.3. Technical and process capability evaluation This project involves high-precision machining. The finished power components will be utilized in high-temperature, high-speed rotating environments within power plant turbine units. Consequently, a technical and processing capability evaluation will be conducted during the qualification stage to ensure that the bidder possesses the machining capabilities in conformance with our requirement.Equipment operation capability verification: (a) Bidders shall perform an on-site simulation test using the Hydrogen Fluoride (HF) cleaning equipment provided by this institute. Prior to the simulation, the bidder must submit a Standard Operating Procedure (SOP) for HF cleaning equipment and a Work Safety Emergency Response Protocol for review. (b) Bidders shall perform an on-site simulation test using the 3D Coordinate Measuring Machine (CMM) provided by this institute, with workpieces supplied by the institute. Prior to equipment operation, the bidder must submit an SOP for the equipment. The simulation test may only proceed once the SOP has been reviewed and approved.4. Sum of Price NT$48,000,000 (including TAX)5. Overdue Fines: For work after the second batch (inclusive), a fine of 1/1000 of the amount of the batch will be imposed for each overdue day.6. Payment term: (1) The contract amount will be paid by telegraphic transfer against the Contractor’s signed commercial invoice after TPC’s each acceptance.(2) The Payee shall be the Contractor. The Tenderer shall provide his banking name, address and account number together with the tender. The relevant banking charges incurred from remittance shall be borne by the Contractor.(3) Any deductions or penalties will be deducted from the payment.7. Delivery: Taiwan power research institute (84, Da’an Road, Shulin District, New Taipei City, Taiwan, Republic of China, Attn: Hsu, Bo-Nan).8. Bid Bond: NT$ 2,400,000 (100% to be paid by check or T/T).9. Contract termination: In order to avoid delaying the power plant overhaul schedule and affecting the stable power supply, if the work fails to pass the acceptance inspection of each batch and is not corrected as required within 10 calendar days, the company will notify the winning bidder in writing to terminate part or all of the contract, and the winning bidder will not be compensated for the resulting losses, and the performance bond will not be returned. 10. One copy of most recent business tax certificate or income tax certificate.11. The Chinese version of the procurement specification is the standard in the event of any discrepancy between the Chinese version and the English version of the procurement specification.
