Basic qualification and specific qualification:1.Basic qualification: A. Proof of registration or establishment of the tenderer:(A) Domestic tenderers: Please see the details in Chinese Tender Notice.(B) Foreign tenderers:a.The legal registration documents verified by the original government agency or its authorized institution is required,in which one of the business items shall be "machinery manufacture" or "machinery installation".b.Tenderers are required to submit one of the following documents:(a). The financial statements audited by an accountant and all attachments thereof for the previous fiscal year or for the latest year.(b). The credit certificates issued by a financial institution or a credit investigation agency.c.The tenderer should get Branch Registration Certificate issued by ROC (Taiwan) government. (Branch registration can be completed within 120 calendar days from the day after the bid award date.) 2.specific qualification:A.Tenderers should submit proof of equivalent experience or possessing actual achievements(A) From January 1, 2008 to the deadline for tendering, tenderer has performed and completed to design and supply one Vertical Mixed Flow Type Circulating Water Pump which the flowrate is above or equal to 8.0m3/s and the head is above or equal to 18 m, The inspection and acceptance certificate or the proof of normally functioned condition after use issued by the procuring entity shall be included. (B) From January 1, 2008 to the deadline for tendering, tenderer has performed and completed the rotary equipment installation project and one contract amount (including business tax) was not less than NT$ 250 million or the accumulated contract amount (including business tax) is not less than NT$1,600 million. The inspection and acceptance certificate or the proof of normally functioned condition after use issued by the procuring entity shall be included.B. Tenderers should submit the financial statements:The financial statements audited by an accountant or an auditing entity and all attachments thereof the previous fiscal year or for the latest year, and the content of which is in conformity with all of the following requirements specified in the tender documentation: (A) The equity is not less than NT$120 million. (B) The current assets are not less than current liabilities. (C) The total liabilities does not exceed four times of the equity, except for government-owned enterpri conducting the privatization policy. The amount of private investment according to relevant promotional laws shall be deducted from the to liabilities.
