I.Bidders shall conduct the service fee cost estimation and submit their bids in accordance with the Instructions to Bidders and the Procurement Specifications.II.This project is an open-ended contract for design and construction supervision services for Fiscal Years 2026 and 2027.The stated budget amount represents the upper limit of the contract price. The actual payment amount shall be based on the engineering works approved and officially assigned by this Branch.Details of the scope of services shall be subject to the Procurement Specifications.III.No base price shall be set for this project (fixed-fee contract); therefore, bidders are not required to submit a price quotation.Upon being evaluated as the most advantageous tenderer by the Procurement Evaluation Committee and approved by the Director of this Branch, the contract shall be awarded upon completion of the negotiation process.However, the Service Proposal shall still include a detailed description of the composition of service fees
